It probably refers to vultures. The word "body" is evidently directed at the spiritually dead - the wicked  No one will escape the day of Judgement.]
[This proverb could apply equally to the administration of God's justice on the nation of Israel [compare Luke 21:22 with Isaiah46:11 and Ezekiel 39:4] or to the administration of His justice when the Lord Jesus appears.]

AFTER THE DESTRUCTION OF THE TEMPLE
The devastation of Palestine is immediately followed by an extended period of spiritual darkness

The disciples were assured that the beginning of violent hostility, in the Lord's arrest, trial and crucifixion, were  (paradoxically) indicators of the imminence of the kingdom of God

[*ginomena  literally: generating, coming into being.  Later that week they were thrown into disarray by the trauma of the arrest and crucifixion causing them to wonder if and when the Kingdom of God would begin. Matthew 26:31, Luke 24:21, Acts 1:3-6]

His rejection by the nation, the inauguration of the Kingdom of Heaven, the natural calamities, the civil unrest , the destruction of the Temple and the devastation of Judaea (circa AD 70) would all occur before the generation to whom he was speaking passed away.
